Leading a physically disabled life is problematic not only for an individual suffering from it but also for the concerned family. The disabled persons need extra time to work even on simple things. They might require financial assistance in order to lead a normal life. Students receiving special education fall into many categories and each category has specific needs. Because of physical or learning disabilities, disabled individuals have to face challenges while adjusting in professional and educational environments. In such a situation, government grants coming for disabled people serve as a boon to them and act as coupons to their welfare in the times of their ongoing personal struggle. Only social initiatives have the capability to provide an access to higher education to the underprivileged. It is for society and government agencies to provide educational measures in order to give them the opportunity to fully develop their potential. This has become the focus of special education. The National Trust Organisation The National Trust is an autonomous organisation of the Ministry of Social Justice and Empowerment and was set up under the “National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities” Act (Act 44 of 1999). National Trust has launched a scholarship programme called Gyanprabha for the disables in India. The main objective behind the scheme is to encourage people with various disabilities like Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities to pursue various courses whether professional or vocational as they may like it. It aims at the enhancement of their skills and potential which would otherwise not have been tapped. The initiative aims at enabling disables to live a dignified life with equal opportunities and access to livelihood. They should be a part of the mainstream. Thus by providing this scholarship the persons with disabilities are encouraged to pursue college education. Who can apply for the Scholarships The persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities are eligible for the scholarship. It is given to those who cannot afford to pursue professional courses or some vocational courses. It is also provided to those who may want to enhance their skills for some kind of creative activities from some recognized institutions so that may be able to get themselves self employed or are able to get jobs in public or private sector. It is granted to pursue one course only. Based on the applicant’s consistency in maintaining a basic 50 per cent, eligibility to the scholarship is decided. Thus its continuation depends on the candidate’s performance. The family income of the candidate should not be more than Rs 15,000 in order to be eligible for it. The scholarship amounts to Rs 700 per month. This scholarship is given to 1000 students in a year. The scholarship applications are accepted throughout the year but given on ‘first come first served’ basis. To avail the scholarship the applicant needs to get a recommendation from the head of the institution where he/she is enrolled. The candidates have to submit academic records, proof of annual income, e.g. salary slip, latest income tax return, attested copy of disability certificate, course fee receipt, course completion certificate etc. After scrutinizing the application, 90% of the scholarship amount is given every month. Balance of payment is given after the completion of the course. All this can help the student in relieving his financial burden while pursuing the dream of higher education. In a large country like ours, such facilities offered to the marginalized section have to be increased tremendously and should reach the remotest corners of the country. It can make the lives of the physically challenged a little comfortable, making them self reliant and helping them to live a life of dignity.
